Yes, theoretically it can communicate with an Arduino. I have not done this but you're looking at a clock speed of about 10KHz. The EV3 can only be a master, not a slave. It does not support multi-master and has a very touchy I2C implementation. The lines are pulled up, rather than allowed to come up due to being released.

No, the EV3 cannot act as a slave. It can ONLY be a master, nothing else. The Arduino MUST be the slave, nothing else.

I am sorry, but I have no code for this as this is not something I've ever done before.

I have no experience with interfacing the Arduino with an EV3, so I have no code for you. Theoretically it's possible. Perhaps take a look at the code in here: https://github.com/botbench/robotcdriversuite, for some code on how to communicate with external devices. common.h is perhaps a good place to start.
