1.98.3 Firmware Issue

Post 1.98.3 Firmware Issue
We are using 1.98.3. When we want to download a program that has a different name than the program that was downloaded previously, it won't work unless we download the firmware first. We did not have this issue with previous versions of RobotC.

Turn off the integrated file system feature. It is only useful if you have a VEX LCD display.

NOTE: It is mcuah harder to accidentally enable the file system in 1.98.4 (or later) precisely because of these problems.

How do I "Turn off the integrated file system feature"?

Use the menu command "Robot -> Compile and Download -> Optional File System" and make sure it is unchecked. Selecting this command toggles the file system on and off.
