Scoring Glitch?
The maximum points earn-able should be 76 (18+18+24+8+8 = 76), right? or not.
When I score one ring on all of the pegs and one on each of the red floor tiles it comes up to 74? I watched it closely. I kept track of what it scores when. (I scored bonuses as the score - original score ((3+2+1)*3) - (3+2+1) = 12 point bonus).

In the order I scored: 1 +1 +1 +3 +2 +3 +12 (vertical line bonus 1) +1 +1 +1 +1 +4 (Red tile bonus 1) +1 +3 +16 (horizontal line bonus) +2 +3 +12 (vertical line bonus 2) +1 +1 +4 (Red tile bonus 2) = 74.
Now let me rearrange it so it makes a bit more sense: (1*10)(the 10 1 pointers) + (2*2) + (3*4) +4+4+12+12+16 (all the bonuses) = 74.

Now what I understand it should be: In sets of bonuses: (12+1+2+3) + (12+1+2+3) + (16+3+3+2) + (1+1+1+1+4) + (1+1+1+1+4) = 76
Rearranged by value: (1*10) + (2*3) + (3*4) +4+4+12+12+16
It appears that the middle ring (that counts for the 2 bonuses) is not getting its base value on both, as in for the vertical row it counts as (3+2+1) + 12 = 18, for the horizontal row it counts as (3+3+2) + 16 = 24, each of these looks fine, but then together it seams to look like: 1+2+3+3+3 (the value of each peg on its own) +12+16 (the bonuses) = 40, not (3+2+1)*3 + (3+3+2)*3 = 42.

Quick summary:
It appears that the middle ring counts only once, even when it qualifies for two bonuses.
76 points was my interpretation of the top score, however if it was suppose to be 74 points instead it would be nice to know.

Your diagnosis of how the scoring is working is correct. If you look at the parts I have bolded, you'll see that you're double-counting the base score for the center-middle ring.

I find this is the easiest way of thinking of the scoring - you get certain amounts of points for placing rings on certain pegs, then you get additional points when you make patterns with them. The way the rule book is written presents the patterns as granting score multipliers, but there is some acknowledged ambiguity as to the interaction between the center bonuses and the corner-to-corner bonus: namely, that both rely on a ring scored on the middle level of the center structure.
