Windows power management can be set to to this.
Click on the power icon in your task bar:
Now select a power plan (I usually have mine set to Balanced) and click "Change plan settings" and on the next screen click "Change Advanced Power Settings"
Scroll down in the list and check what the processor settings are:
In any case, you can also set the power plan to "High Performance" which is great for performance, obviously, but quite sucky for battery life. That's why I have it set to Balanced, which works quite nicely.
