Does the robot move faster relative to the clock on a faster computer?

No. How fast the robot "runs" is independent on how fast your laptop is. When the robot is running, the only thing your laptop does is to communicate with the robot exchanging information. It may be debug info or it may be joystick info. Depending on how the robot code is written, its speed may be more dependent on the battery level of your robot (i.e. if you have a fully charged battery, it may run faster than a robot with exhausted battery).

Not as much as the clock of your computer's CPU but more of the performance of your graphics chip.

To clarify: running RVW using an under-powered CPU or GPU shouldn't affect the speed with which the simulated robot moves through the virtual world. However, it will reduce the number of times the simulation updates per second, leading to jerky and/or laggy performance.
